Who commissions art for offices and institutions in the Netherlands?
Banks, insurers, big law, hospitals, universities and the state, through formal programmes; everyone else through the interior architect. The VBCN member list names ING, ABN AMRO, Rabobank, Triodos and De Nederlandsche Bank; the law firms Houthoff and A&O Shearman; insurers a.s.r. and Achmea; twelve hospitals including Amsterdam UMC and LUMC; TU Delft, Erasmus and VU Amsterdam; three ministries, two provinces and the Rijksvastgoedbedrijf; plus KPN, KPMG, Randstad and citizenM 33.
Banks. ABN AMRO’s collection holds more than 5,500 works, started in 1977, hangs in over 40 offices and since autumn 2021 has a Kunstruimte in the public entrance hall of its Zuidas head office; its focus is contemporary artists with a connection to the Netherlands 34. ING’s collection shrank from more than 25,000 works to 6,000 over 10–15 years because digital and agile working cut office locations and because modern offices ‘zijn meer transparant en van glas’; the works let go were mostly prints 204. In 2019 its head curator said technology left less space for two-dimensional art and ING was commissioning spatial pieces instead 173.
Professional firms. Zuidas law firm Houthoff has collected since 2005, holds about 100 works across its Amsterdam and Rotterdam offices, uses an external art consultant and has moved from buying to stewardship 37. For Loyens & Loeff, De Brauw and NautaDutilh, the other top-turnover Dutch firms, no public evidence of a collection was found, which suggests those walls are handled inside the fit-out rather than by a curator 52.
Government, hospitals, universities. The Percentageregeling, dating from 1951, requires 0.5–2% of the construction budget of every state building project over €1,000,000 to go on art commissioned for the site by an art committee; the Rijksvastgoedbedrijf calls itself the largest commissioner of visual art in the country, with more than 5,000 works 38. Amsterdam UMC holds more than 7,000 works of post-1945 Dutch art, built since about 1980 through the 1% rule and donations and hung in its public areas 39; UMC Utrecht collects only artists who live or work in the Netherlands 40.
What this means for a supplier. The flagship programmes commission museum-track work by named Dutch artists through committees and consultants, so the addressable segment is the rental-and-sale layer and the firms, clinics and practices that furnish offices without a curator (inference) 33. 55% of working Dutch millionaires are self-employed (CBS, 2024 data), which suggests the villa buyer and the office buyer are often the same person 182.
Belgium, in brief. Belfius holds more than 4,300 works 41; Proximus holds 600 and originally hung them across 187 meeting rooms and corridors 43. Below that tier, Kunst in Huis and Bernice rent art to companies 4650.
What does each corporate space need, from the reception to the executive floor?
Fewer, larger, and at the entrance. ING’s experience is the structural fact: glassier, more digital offices mean less wall, and what went were thousands of small prints 204. Planning norms of 10–15 m² per workplace (traditional), 7–10 m² (hybrid) and 8–12 m² (open plan) put roughly 70–140 desks on a 1,000 m² floor, leaving solid wall mainly at the core, the meeting rooms and the reception (wall count inferred from the norms) 203. The banks hang their showcase where visitors arrive: ABN AMRO in the public entrance hall, Rabobank (in 2011) at the main entrance 3435. The one concrete mid-market scale reference is Business Art Service, whose placed works run from 44 × 20 cm to 168 × 127 cm and 90 × 180 cm (September 2026) 47.

What do Dutch offices hang, and what does it cost?
Contemporary and mostly Dutch at the top; oversized, textured and earth-toned in the décor tier. ABN AMRO lists paintings, photography, textile and digital art by artists connected to the Netherlands 34, and ING’s collection began in 1974 with contemporary figurative Dutch art 173. The director of Christie’s Netherlands reports a turn to figurative painting at the collector end (October 2025) 164. The décor tier points elsewhere: 2026 Dutch trend coverage recommends one dominant oversized work in warm earth tones (beige, sand, taupe, coffee brown) with visible brushstrokes and relief (one lifestyle blog, May 2026) 165, and a second guide names abstracts in earth tones or powder blue, a ‘transformative teal’ accent and terracotta, camel and sand 166. One rental client, Meijburg & Co, gives the corporate argument in a sentence: art provokes discussion in a way photo wallpaper or a green wall cannot 47.
The budget is a lump sum, not a per-m² line. The fit-out guide updated in November 2025 prices a complete office fit-out at about €265/m² (budget), €490/m² (mid-range) and €860/m² (premium) and lists ‘Kunst en decoratie: €2.000–15.000’ among the overlooked costs; for a 500 m² mid-range fit-out of roughly €245,000 that is about 1–6% of the budget, a handful of large originals rather than a collection (inference) 203. What that buys locally:

- Gallery originals: one gallery’s guide puts emerging artists at €500–1,500, early-established at €1,000–3,000 and established at €3,000–10,000 per work (September 2025) 155; a Rotterdam studio painter lists 200 × 180 cm at €6,499 (September 2026) 1.

What does a Dutch corporate buyer need from a supplier?
